Sri BV Kakkilaya was a freedom fighter, a leader of Karnataka unification movement, senior leader of the Communist Party of India and All India Trade Union Congress, former member of the Rajya Sabaha and Karnataka State Assembly, architect of the Karnataka Land Reforms Act, award winning writer and thinker.

ಬಿ.ವಿ. ಕಕ್ಕಿಲ್ಲಾಯರು ಹಿರಿಯ ಸ್ವಾತಂತ್ರ್ಯ ಹೋರಾಟಗಾರರು, ಕರ್ನಾಟಕ ಏಕೀಕರಣ ಚಳುವಳಿಯ ನಾಯಕರು, ಭಾರತ ಕಮ್ಯೂನಿಸ್ಟ್ ಪಕ್ಷದ ಹಿರಿಯ ನಾಯಕರು, ಪ್ರಶಸ್ತಿ ವಿಜೇತ ಲೇಖಕರು ಹಾಗೂ ಚಿಂತಕರು.

Sri B V Kakkilaya was born on April 9, 1919 at Bevinje, on the bank of river Payaswini near Cherkala, Kasaragod Taluk in north Kerala, as the youngest son of a wealthy landlord. He had his early education in Kasaragod and then joined St. Aloysius College, Mangalore for his collegiate education. During those days, he was drawn towards the struggle for India’s freedom and was influenced by the leaders of the Communist movement who used to frequently visit Mangalore from the Malabar region. As a student, he joined the All India Student’s Federation, the students’ wing of the Communist Party of India and soon became its district secretary. He formally joined the Communist Party of India as a full time member in 1940 and he remained so until his last breath on June 4, 2012.

During 1940s and 50s, when the working class was not even aware of their rights, Kakkilaya and his comrades organised the workers of cashew, tiles, textiles and such other industries as well as agricultural labourers in Dakshina Kannada and other parts of Karnataka. They fought against all the oppression and tyranny and organised several struggles to demand the fundamental rights of the working class. With such a mass movement, Kakkilaya and his comrades built the Communist Party of India and All India Trade Union Congress into a formidable force in Dakshina Kannada and Karnataka. During the same period, BV Kakkilaya also participated actively in the struggle for India’s freedom, including the Quit India Movement and was jailed several times, to be released from Kannur jail on the day of Indian Independence. But the oppression against the working masses did not abate with our Independence form the British rule. Against all odds, Kakkilaya and his comrades continued their struggle for the rights and freedom of the working class, so as to make the newly won independence truly meaningful for the toiling masses.

In 1952, BV Kakkilaya was elected to the first Rajya Sabaha from the Madras Assembly and he made his mark in the parliament by demanding unification of Karnataka state and raising several issues of importance to the people of Karnataka and working class at large. As the general secretary of the Akhand Karnataka Rajya Nirmana Parishat, Kakkilaya contributed immensely to the unification of Karnataka state.  Between 1972-1983 he was elected twice to Karnataka State Assembly form Buntwal and Vittla constituencies and played a key role in drafting the Karnataka Land Reforms Act, besides representing his people very effectively.

Known for his sharp intellect, spell binding oratory, vast knowledge, simple lifestyle and great values, BV Kakkilaya had dedicated his life for building a secular, casteless, progressive, socialist society that provided equality to all. And he fought for these values until his last days.

ಶ್ರೀ ಬಿ.ವಿ. ಕಕ್ಕಿಲ್ಲಾಯರು ಹಿರಿಯ ಸ್ವಾತಂತ್ರ್ಯ ಹೋರಾಟಗಾರರು, ಕರ್ನಾಟಕ ಏಕೀಕರಣ ಚಳುವಳಿಯ ನಾಯಕರು, ಭಾರತ ಕಮ್ಯೂನಿಸ್ಟ್ ಪಕ್ಷ (ಸಿ.ಪಿ.ಐ) ಹಾಗೂ ಅಖಿಲ ಭಾರತ ಟ್ರೇಡ್ ಯೂನಿಯನ್ ಕಾಂಗ್ರೆಸ್ (ಎಐಟಿಯುಸಿ) ಗಳ ಹಿರಿಯ ನಾಯಕರು, ರಾಜ್ಯ ಸಭೆ ಹಾಗೂ ಕರ್ನಾಟಕ ವಿಧಾನ ಸಭೆಗಳ ಮಾಜಿ ಸದಸ್ಯರು, ಕರ್ನಾಟಕ ಭೂಸುಧಾರಣಾ ಮಸೂದೆಯ ರೂವಾರಿಗಳು, ಪ್ರಶಸ್ತಿ ವಿಜೇತ ಲೇಖಕರು ಹಾಗೂ ಚಿಂತಕರು.

ಉತ್ತರ ಕೇರಳದ ಕಾಸರಗೋಡು ತಾಲೂಕಿನ ಚೆರ್ಕಳದ ಸಮೀಪ, ಪಯಸ್ವಿನಿ ನದಿಯ ದಂಡೆಯ ಮೇಲಿರುವ ಬೇವಿಂಜೆಯಲ್ಲಿ ಶ್ರೀಮಂತ ಭೂಮಾಲಕರಾಗಿದ್ದ ವಿಷ್ಣು ಕಕ್ಕಿಲ್ಲಾಯರ ಕೊನೆಯ ಪುತ್ರನಾಗಿ ಎಪ್ರಿಲ್ 9, 1919 ರಂದು ಬಿ ವಿ ಕಕ್ಕಿಲ್ಲಾಯರು ಜನಿಸಿದರು. ಕಾಸರಗೋಡಿನಲ್ಲಿ ಆರಂಭಿಕ ಶಿಕ್ಷಣವನ್ನು ಪಡೆದ ಬಳಿಕ ಮಂಗಳೂರಿನ ಸಂತ ಅಲೋಷಿಯಸ್ ಕಾಲೇಜನ್ನು ಸೇರಿದ ಬಿ ವಿ ಕಕ್ಕಿಲ್ಲಾಯರು ಆ ಕಾಲದಲ್ಲಿ ಉತ್ತುಂಗದಲ್ಲಿದ್ದ ಭಾರತದ ಸ್ವಾತಂತ್ರ್ಯ ಚಳುವಳಿಯಲ್ಲಿ ಧುಮುಕಿದರು. ಮಲಬಾರ್ ಪ್ರಾಂತ್ಯದಿಂದ ಮಂಗಳೂರಿಗೆ ಆಗಗ ಭೇಟಿ ನೀಡಿ ಕಾರ್ಮಿಕ ವರ್ಗದ ಸಂಘಟನೆಯಲ್ಲಿ ನಿರತರಾಗಿದ್ದ ಕಮ್ಯೂನಿಸ್ಟ್ ಪಕ್ಷದ ನಾಯಕರಿಂದ ಪ್ರಭಾವಿತರಾದ ಕಕ್ಕಿಲ್ಲಾಯರು ಕಮ್ಯೂನಿಸ್ಟ್ ಪಕ್ಷದ ವಿದ್ಯಾರ್ಥಿ ಸಂಘಟನೆಯಾಗಿದ್ದ ಅಖಿಲ ಭಾರತ ವಿದ್ಯಾರ್ಥಿ ಫೆಡರೇಶನ್ ಸದಸ್ಯರಾಗಿ ಕೆಲವೇ ಸಮಯದಲ್ಲಿ ಅದರ ದಕ ಜಿಲ್ಲಾ ಕಾರ್ಯದರ್ಶಿಯಾದರು. ನಂತರ 1940ರಲ್ಲಿ ಭಾರತ ಕಮ್ಯೂನಿಸ್ಟ್ ಪಕ್ಷದ ಪೂರ್ಣ ಪ್ರಮಾಣದ ಸದಸ್ಯರಾದ ಕಕ್ಕಿಲ್ಲಾಯರು ತಮ್ಮ ಕೊನೆಯುಸಿರಿನ ಜೂನ್ 4, 2012ರ ದಿನದವರೆಗೂ ಹಾಗೆಯೇ ಉಳಿದರು.

ರೈತ ಕಾರ್ಮಿಕರ ಹಕ್ಕುಗಳೇನೆಂಬುದೇ ತಿಳಿಯದಿದ್ದ 1940ರ ದಶಕದಲ್ಲಿ ದಕ ಜಿಲ್ಲೆಯ ರೈತ ಕಾರ್ಮಿಕರನ್ನು ಸಂಘಟಿಸಿ, ಎಲ್ಲಾ ದಬ್ಬಾಳಿಕೆಗಳನ್ನೂ ಎದುರಿಸಿ, ಅವರ ಮೂಲಭೂತ ಹಕ್ಕುಗಳಿಗಾಗಿ ಅನೇಕ ಹೋರಾಟಗಳನ್ನು ಸಂಘಟಿಸುವ ಮೂಲಕ ದಕ ಜಿಲ್ಲೆಯಲ್ಲೂ, ಕರ್ನಾಟಕದ ಹಲವೆಡೆಗಳಲ್ಲೂ ಭಾರತ ಕಮ್ಯೂನಿಸ್ಟ್ ಪಕ್ಷ ಹಾಗೂ ಅಖಿಲ ಭಾರತ ಟ್ರೇಡ್ ಯೂನಿಯನ್ ಕಾಂಗ್ರೆಸ್ ಗಳನ್ನು ಪ್ರಬಲವಾಗಿ ಬೆಳೆಸಿದ ಶ್ರೇಯ ಕಕ್ಕಿಲ್ಲಾಯರಿಗೂ, ಅವರ ಸಂಗಾತಿಗಳಿಗೂ ಸೇರುತ್ತದೆ. ಅದೇ ಸಮಯದಲ್ಲಿ ಕ್ವಿಟ್ ಇಂಡಿಯಾ ಚಳುವಳಿಯೂ ಸೇರಿದಂತೆ ಭಾರತದ ಸ್ವಾತಂತ್ರ್ಯಕ್ಕಾಗಿ ನಡೆದ ಹಲವು ಹೋರಾಟಗಳಲ್ಲಿಯೂ ಅತ್ಯಂತ ಸಕ್ರಿಯವಾಗಿ ತೊಡಗಿಕೊಂಡಿದ್ದ ಕಕ್ಕಿಲ್ಲಾಯರು ಅದಕ್ಕಾಗಿ ಸೆರೆವಾಸವನ್ನೂ ಅನುಭವಿಸಿದ್ದರು. ಸ್ವಾತಂತ್ರ್ಯಾನಂತರದ ದಿನಗಳಲ್ಲೂ ರೈತಕಾರ್ಮಿಕರ ಮೇಲೆ ಮುಂದುವರೆದಿದ್ದ ದಬ್ಬಾಳಿಕೆಗಳನ್ನೂ, ತೀವ್ರ ಶೋಷಣೆಯನ್ನೂ ಎದುರಿಸಿ ಅವರನ್ನು ಸಂಘಟಿತ ಹೋರಾಟಗಳಿಗೆ ಅಣಿನೆರೆಸುವ ಕಾರ್ಯವನ್ನು ಕಕ್ಕಿಲ್ಲಾಯರೂ, ಅವರ ಸಂಗಾತಿಗಳೂ ಮುಂದುವರೆಸಿದ್ದರು..

ಮೊತ್ತ ಮೊದಲ ರಾಜ್ಯಸಭೆಗೆ 1952-1954ರವರೆಗೆ ಮದ್ರಾಸ್ ಅಸೆಂಬ್ಲಿಯಿಂದ ಆಯ್ಕೆಗೊಂಡಿದ್ದ ಕಕ್ಕಿಲ್ಲಾಯರು ಅಲ್ಲೂ ತಮ್ಮ ಛಾಪನ್ನು ಮೂಡಿಸಿದ್ದರು. ಕರ್ನಾಟಕ ಏಕೀಕರಣ ಚಳುವಳಿಯಲ್ಲೂ ಕಕ್ಕಿಲ್ಲಾಯರು ಮಹತ್ವದ ಪಾತ್ರವನ್ನು ವಹಿಸಿದ್ದರು. ಬಂಟ್ವಾಳ ಹಾಗೂ ವಿಟ್ಲ ಕ್ಷೇತ್ರಗಳಿಂದ 1972 ಹಾಗೂ 1978ರಲ್ಲಿ ಕರ್ನಾಟಕ ವಿಧಾನಸಭೆಗೆ ಭಾರೀ ಮತಗಳಿಂದ ಆಯ್ಕೆಯಾಗಿದ್ದ ಕಕ್ಕಿಲ್ಲಾಯರು ಅತ್ಯಂತ ಸಮರ್ಥ ಶಾಸಕರಾಗಿ ಸೇವೆ ಸಲ್ಲಿಸಿದ್ದರು. ಕರ್ನಾಟಕ ಭೂಸುಧಾರಣಾ ಮಸೂದೆಯ ರಚನೆಯಲ್ಲಿ ಅವರು ವಹಿಸಿದ್ದ ಪಾತ್ರವು ಮಹತ್ತರವಾದುದು.

ತಮ್ಮ ತೀಕ್ಷ್ಣ ಬುದ್ದಿಮತ್ತೆ, ಎಂತಹವರನ್ನೂ ಮಂತ್ರಮುಗ್ಧರನ್ನಾಗಿಸುವ ಭಾಷಣ ಶೈಲಿ, ಅಗಾಧವಾದ ಓದು ಮತ್ತು ಪಾಂಡಿತ್ಯ, ಸರಳತೆ, ಸಚ್ಛಾರಿತ್ರ್ಯ ಹಾಗೂ ಸಜ್ಜನಿಕೆಗಳಿಗೆ ಹೆಸರಾಗಿದ್ದ ಕಕ್ಕಿಲ್ಲಾಯರು, ಜಾತ್ಯಾತೀತವಾದ, ಕೋಮು ನಿರಪೇಕ್ಷವಾದ, ಸರ್ವರಿಗೂ ಸಮಬಾಳನ್ನು ನೀಡಬಲ್ಲ ಪ್ರಗತಿಪರ, ಸಮಾಜವಾದಿ ಸಮಾಜದ ನಿರ್ಮಾಣಕ್ಕಾಗಿ ತಮ್ಮ ಜೀವನವನ್ನೇ ಮುಡಿಪಾಗಿಟ್ಟಿದ್ದರು, ಕೊನೆ ತನಕ ಸಾಮಾಜಿಕ ನ್ಯಾಯಕ್ಕಾಗಿ ತಮ್ಮ ಹೋರಾಟವನ್ನು ಮುಂದುವರೆಸಿದ್ದರು.
